Dr. Dowling is a 3rd generation Californian whose family settled in Northern California in the 1850s.He graduated Phi Beta Kappa from the University of California at Berkeley, and received his medical degree from University of California Medical Center, San Francisco, where he was elected to the Alpha Omega Alpha Honor Society.

Dr. Dowling proudly served two years in the United States Army Medical Corps including a year in Vietnam where he was a battalion surgeon with a mechanized infantry unit. Dr. Dowling is currently an Assistant Clinical Professor at U.C.S.F., where he has enjoyed sharing his expertise for over 30 years.  He also instructs Residents in cataract surgery and implants at the Veteran’s Hospital in San Francisco.  He is a former chairman of the Ophthalmology Section of John Muir Medical Center, and a past President of the East Bay Eye Society.
